From me: "Every once in a blue moon (and, it's rumored, these births only occur under a blue moon
Initial character speed of 25, low-light vision, favored class any.
1- Either first level of human race, or first level of dwarven race.
2- As his second racial level, he may take either the second human level or the second dwarven level -- whichever race he did not take at first level.
3- As his third racial level he takes a level in the same race that he choose as his first racial level.
Thus, he's either Human 2/Dwarf 1 or he's Dwarf 2/Human 1. Sound balanced? I have a half-dwarf character in another campaign, and I've just stated that he's a half-dwarf for flavor, and taken human abilities. This sounds as though I could really make a half-dwarf ability.
Personally, I favor the thought of any PHB race being able to breed with humans -- being the most adaptable, humans are like the mutts of DnD, able to breed with anything. So far, it's just been mostly orcs and elves -- I don't see why half-human halflings or half-dwarfs or half-gnomes shouldn't be running around as well.
