I've also made an effort to emphasize the lawful qualities of the church and the city in an effort to give Cole's player something to lash back against. Every single time he has to show his papers, every single time they have to wait so someone can fill out paperwork, it gives him a chance to display that aspect of the personality, which gives the other player a chance to play out anything from mild annoyance to sympathy. It's working out well.
One thing the party does agree on is that the Church should know better than to go opening random vault doors in search of the Sword of Lies. I think as we proceed I'll have the Church using divination to try and track down at least some semblance of where the sword is within the BWs. Knowing it's within the Baneheart would mean we don't have Church delvers opening up every door in the inner vaults.
