First: intimidation isn't a skill in which 'tools' normally play a part, IMO, and it doesn't feel like a Circumstance bonus at all. Feels more like an Enhancement bonus.

Second: the price for this.... On one level, it feels rather low, in that the effect is so narrow. On the other hand, if it's cheap, then everyone who ever risks running into demons, is gonna want one. My sense of the item itself is that it's created *by* demons, for use by their mortal allies. If that's the case, then I'd have a major use limitation: the immunity *only* applies to someone who has bound himself to a demon lord in some manner. It need not be permanent, but the ability would stop functioning for a turncoat. This feels necessary, in this scenario: sounds like there will be rather a lot of them out there. If so, the demons would be utterly foolish to give their opponents an immunity to some of their better abilities.

And, to be honest, demons making them for their allies, is the only thing that makes sense to me. If someone else is making these for purposes of protection, then there are some serious cosmic consequences. Why aren't the devils using these to win the Blood War? Why aren't the forces of Good using them to try to stamp out the demons? (I've always felt that the chaotic, highly destructive nature of demons rather strongly suggests that they would be considered the worse evil than the devils.) BUT, if it is some other group making these...and if they're just generally usable by anyone or anything, like any standard magical item...it's gotta be expensive. I'm not sure of its scope; how many effects have the whole "any non-demon" aspect? And, at what CRs? I mean, if this is negating the effect of some CR 17 critter, it's powerful!

Oh, I completely agree with the notion that the demons would protect their allies, that was implied by the observation that the demons had to be making them.

IF you establish that the badges' demon-ally protection aspect *does not work* if they haven't sworn an oath (or signed a merc deal, or whatever)...then there's probably *no* price. 0. The +2 intimidate is even free, in my book, because it has a downside: the presumption that you're a pirate allied with demons is gonna also get you in *serious* trouble with nicer people. And they're valueless to anyone else anyway, except perhaps as a souvenir, or to show "this is the badge these Really Bad Guys wear" kind of thing. MAYBE a *minor* magical aspect...if you like the notion of extracting the magic out of items, then maybe you get a teeny, tiny bit of energy from one of these things. But not much.

Oh, and another hidden catch: the demons control when the demon-protective aspect works. Not the wearer. Yes, they can turn them ALL off. They *are* demons, after all.
