So, Chat is trying to eavesdrop on the PCs and I go to look up his Listen skill and discover he doesn't have any ranks in it! So he's at a net of -1
due to his WIS.

Did you look in the errata yet? Might be that it changed there... On the other had, just have him succeed. He's at home in the tavern, knows the accoustics and the hang of the place. He can listen in inconsicuously. Just have him succeed at eavesdropping, but give the PC's a chance (spot check) to notice the curious little bugger ;-)

I don't like cheating for/against the PCs or NPCs. He can try to read lips via his Spot check instead. I was mostly just pointing it out to anyone else (BTW it's the same in the errata) who might be running this thing, that Chat has a deficiency.

Yes he does have a noted deficiency. I might give him a +2 circumstance bonus if the party ignore him and lets him set up in the perfect spot... but it will
still be difficult.

I have no problem fudging mechanics if it furthers the story line. And that's what the game is all about: the story.
Having said that, there's no reason Chat couldn't have someone else doing the listening for him anyway. Heck, any good stakeout has multiple people involved so that they can rotate around so it doesn't look like the same person is paying attention the whole time...

Well, I wouldn't like it if my players 'fudge mechanics' to further the story line, so I avoid it on my end. Anyway the situation is not a problem.

If you use action or hero points and find the need to 'cheat' in favor of the bad guys then just give the good guys an action/hero point.

Actually it'd be easier to just rework his skills before hand. Which is kinda what I was indirectly suggesting.
But the end result isn't that much different than if he rolls poorly; i.e. Are you going to 'fudge' then too? If so, why bother rolling or worrying about it in the first place? (To paraphrase Vaarsuvius: Probability is willing to sneak into a back alley and service Drama like a copper piece %!%*@). In my case (this was 6 months ago, albiet in a play-by-post game) it wound up not mattering as the PCs eventually came to him.

As written, Chat has a +9 Innuendo skill. Since that skill is no longer in the game (with Bluff doing the dirty work now) you can take those ranks (10 ranks
since he has a -1 Wis modifier) and sink them into Listen (for a +9 Listen score). No offense to any previous contributors but don't be so quick to use
someone else conversion. No one knows what you need for your campaign better than you. Do what works for you.
