Would the following three abilities be balanced for a +1 level adjustment?
1. Siphon power (Su): With a touch attack, drain one use of a creature's highest level power or spell-like ability and gain power points equal to the creature's caster level (maximum drain equal to the savant's HD; the savant has a power point reserve maximum equal to it's HD). If the creature touched has no psionic abilities, they suffer a negative level and the savant gains power points equal to the creature's HD (up to the savant's maximum). If the savant already has their maximum power points, they can still drain a creature's ability, but they gain no benefit from it.
2. Deflection bonus equal to 5 + Cha modifier.
3. Dex +2.
I'm of two minds about it. On the one hand, having such a small power point reserve is a problem, but the ability to siphon a creature's abilities is pretty powerful. And while the AC bonus is good, they have to stand next to a creature to touch them, which is bad for a low hit point psion. And while it's basically a limitless power point supply, you can have only a small number of power points at once.
