The regular Spellbook class feature allows a wizard to choose 2 daily attack spells and 2 utility spells each time he would gain a new daily or utility spell.
So at 1st level, a wizard knows 2 daily spells and he gets to prepare 1 after each extended rest. At 2nd level, he chooses 2 utility spells and prepares 1 after each extended rest. With expanded spellbook, the wizard gets a third choice for each level of daily spell. The feat is written to apply this benefit retroactively (choose one daily spell of each level you know) and into the future (each time you gain a new daily spell, choose an extra one). A 1st level wizard with expanded spellbook knows 3 daily powers and he gets to prepare 1 after each extended rest. At 2nd level, he still only chooses 2 utility spells because expanded spellbook only affected daily attack spells.
