Yes, I can create one. But in the 3E system, you didn't have to, because the Shadow Walk power would have been something the Drow monsters got from their class levels or some kind of racial feat.
But in 4E, as Yobgod points out, most of what you need to do is decide what level to put the ability at, and you can pretty much call it a power.
Because D&D isn't real life? O.o
I'm serious -- does seeing someone else do something that you can't do make you feel like you're not really part of the world? If you're talking about immersion, why would this be different than real life? There's lots of people who can do things that I can't, but that doesn't make the world feel any less real.
Likely, I could accomplish almost anything that other people could, providing I had the proper training. That works in 4E just as well. Just because an option isn't presented in the PH, doesn't mean that the training for that power or ability doesn't exist, it just means that you don't know about the source of training for that right now.
