Area burst 1 within 10 squares
Target: Each creature in burst
Attack: Intelligence vs. Reflex
Hit: 1d6 + Intelligence modifier force damage, and you knock the target prone.
Effect: The burst creates a zone of licking flames that lasts until the end of your next turn. Each enemy that enters the zone or starts its turn there takes 2 fire damage.
Orb of Imposition: You can extend the duration of this effect, even though it is not an at-will power. If you do so, the area expands to burst 3 and doesn't effect you or your allies.

This is probably the most poorly worded power I've encountered thus far in 4th edition. The problem here lies with the bonus effect from the Orb of Imposition class feature. To me, it's just not clear at all how this is meant to function - maybe you guys could help out a bit? I get that you can use Orb of Imposition to extend the duration of some of your attacks, and I get that it's saying you can extend the duration of this attack's Effect, but the part about not effecting my allies seems totally off because it specifically says that each enemy that enters thezone or starts it's turn there takes 2 fire damage, not each creature. Also, it says that doing this increases the size to burst 3 - does this mean that the initial burst is 1 and it becomes 3 after you've spent the power on your next turn to increase the duration? I don't think that's right at all.
I think maybe it's trying to say that you can use your Orb of Imposition to change the initial burst from 1 to 3, and that doing so will change the power so it doesn't knock your allies prone (this initial burst attack targets all creatures in the area, which includes allies, unlike the zone created by the attack's effect). Do you guys feel the same way? I can't seem to find any official rulings on this, and I really don't want to see it used improperly.
It's just really poorly worded, I think. Any ideas?
