Basically the adventurers are hired in the Docks to recover a stolen chest. Fairly typical.

They recover the chest, the the agent who hired them is killed....so it becomes their property.

What would any self respecting character do? Open the chest of course.....inside to find 10 Pounds of Shivvel.

How many charges?
I'm assuming a range touch attack to hit?
Do you need an exotic weapon feat to use it?
Is there an area effect, or is one target? "ray" makes me think it's a single target.

One of their fathers was a captain of the guard in a small village two days NW of the city, and was arrested and indicted for
stealing the coin used to pay the militia (a frame-up, of course).

So he was tried, found guilty, and is "in prison" in Ptolus.
